ACAUT clarion call to Naga people

The 31st October “Public Awareness Rally” organised by the ACAUT was an outcome of the felt need to gauge public mood on the issue of unabated taxation and illegal collections levied by the Naga Political Groups (NPGs) and government agencies/departments respectively and carry forward the ACAUT movement to the next level. That it turned out to be one of the biggest rallies in recent memory is voice enough that the Naga people are tired of the present state of affairs and the verdict for change is crystal clear. Given the circumstances, the ACAUT had to take to task all the 3 entities responsible for the welfare and security of the Naga people, namely, the Naga Political Groups (NPGs), the Government of India (GOI) and the Government of Nagaland (GoN) and therefore, a 3 (three) point resolution was passed by the tens of thousands of concerned citizens at the rally which we believe is representative of the opinions of the citizens of the whole state.
Resolution 1: THE NAGA PUBLIC RECOGNIZES “ONE GOVERNMENT ONE TAXATION” ONLY AND THE NAGA PUBLIC HAS DECIDED TO PAY ONLY ONE TAX TO ONE ENTITY. THIS ALSO MEANS THAT AS LONG AS FACTIONALISM EXISTS, THE NAGA PUBLIC SHALL NOT PAY TAX.  This point is self-explanatory. The Naga people insist that as long as the NPGs are divided, no tax shall be paid. This also means that every individual who took this pledge on the 31st October rally is MORALLY BOUND NOT PAY TAX IN ANY FORM till “ONE GOVERNMENT” is a reality. In plain terms ONE GOVERNMENT ONE TAX means that every household in every village (and towns) in Nagaland shall NOT pay HOUSEHOLD TAX unless ONE GOVERNMENT is a reality. It also means that every government servant from the senior most bureaucrats to the humble peon shall not pay SALARY TAX unless ONE GOVERNMENT comes to fruition. This slogan shall mean that no Naga businessmen or entrepreneurs or any non-local businessmen residing in Nagaland shall pay TAX to any factions unless ONE GOVERNMENT becomes tangible. The ACAUT appeals to every individual in Nagaland to do his or her duty and comply with this resolution at all cost. The phrase “ONE GOVERNMENT ONE TAX” has been the clarion call of the Naga people for a long time. The signatories of the Naga Concordant themselves have dedicated themselves to “One Naga National Government” which taken to its logical conclusion means ONE TAXATION only. Therefore, any organisation party to Naga Concordant feigning ignorance as to the real meaning of the term “ONE GOVERNMENT ONE TAX” is amusing. All said and done, the ACAUT is not concerned with how this One Government is to come about. It’s also not propagating that the such and such groups should come together and this and that group should be left out since this is not our lookout and beyond our scope but it is the bounden duty of the NPGs to come together and form this ONE GOVERNMENT.

The ACAUT is simply saying in plain simple English that:
a)    Factionalism is the cause of unabated taxation and unabated taxation the cause of factionalism.
b)    Factionalism is the cause of turf war (over taxation) and bloodshed. Factionalism is the reason why the GOI is not interested in solving the Indo-Naga problem much less an honourable one.
c)    Factionalism has all but destroyed the Naga movement irrespective of the debate about the legitimacy and illegitimacy of this and that faction.
Therefore, the ACAUT is simply saying that unless the factions unite the people will continue to suffer and since the people have been suffering for a long time, the time has come to say ENOUGH is ENOUGH. If ONE GOVERNMENT ONE TAXATION cannot become a reality, the NPGs should understand that their inaction is anti-people in nature and they shall be solely responsible for killing the Naga movement and the peace talks, not the ACAUT. Members of the ACAUT and Naga Council have been branded as traitors and anti-Nagas for undertaking the task of reforming this land but the Naga people shall know who the real traitors are and shall be branded as such in due time.
Resolution 2: THE NAGA PUBLIC RE-AFFIRMS ITS SUPPORT FOR NAGA MOVEMENT AND STRONGLY URGES THE GOVERNMENT OF INDIA TO SETTLE THE INDO-NAGA IMBROGLIO AT THE EARLIEST. Probably no government in the world is unmindful of the plight of its citizens as the Indian state is. Is it surprising that the only nation in the world to have an institutional form of racism in the form of caste system has allowed the Naga conflict to drag on for more than 60 years putting untold misery on ordinary folks? The people in this region yearn for peace but the non-committal attitude of the GOI is blatantly racist. Isn’t Nagaland a part of India? Is this how its citizens are treated in the so-called world’s largest democracy? If the NPGs are responsible for the sorry state of affairs of our state the GOI is also equally guilty of abandoning its citizens. If the Indian government has taken advantage of the ACAUT movement, too bad but what did the NSCN (IM) expect? Is the GOI is really serious about solving the Indo-Naga imbroglio? Why is the GOI-NSCN (IM) peace talk dragging on for 16 long years?  As touched upon, isn’t factionalism in the movement the only plausible reason which India has gleefully seized upon? Is it a co-incidence that India is probably asserting itself in every fore including undermining Article 371A? Perhaps, the day is also not too far off when the GOI is ready to throw Art. 371A into its constitutional dustbin and reduce Nagaland to an ordinary state minus its special status?


It is obvious that the MRP tag cannot be tagged on pipes, nails, nylon ropes, CGI sheets, Chinese toys, etc. However, this hasn’t stopped the cadres from accusing businessmen of unfair trade practices and levy tax. This is the form of harassment experienced on daily basis by the businesspeople and common man. Does the GoN still believe that cracking down on day-light robbers and extortionists will lead to break-down of peace talks?  Does it still believe that enforcing the rule of law will undermine the Naga political issue? Is streamlining DMC and stopping the police and government departments from undertaking illegal collections related to ‘fragile’ Naga peace talks? At the end of the day, the state government is responsible for the security and lives of its citizens. No amount of justification can wish away the fact that the government has done nothing to address the issues raised by the ACAUT. It’s obvious the Naga people are taken for fools by all the 3 entities, the NPGs, the GOI and the GoN.     -NPN

NSCN (K) warns other Naga political groups

The NSCN under the ablest leadership of SS.Khaplang strongly warns other Naga political groups to be cautious while expressing political words. The warning is mainly on Isak-Muivah group for their anti-Naga attitudes and actions whose main target is to annihilate other Naga political groups. This group signed ceasefire agreement with G.O.I during 1997 not for anything other than to destroy the NSCN (K). The GOI approached the NSCN (K) for ceasefire at least two to three times during 1995-1996 which NSCN turned down only on the condition that, there should be consensus among the Nagas before dealing with either G.O.I or Myanmar govt. Thus the NSCN took heavy risk of attending Atlanta peace meeting convinced by American Baptist Church during 1997.
As a matter of fact, the Isak-Muivah group was at the verge of extinction after the arrest of all their Kilonsers and Workers by Indian security forces in Bangladesh border and else where which compelled them to accept ceasefire term with G.O.I. The only Choice that haunted the Isak-Muivah group is to accept either Atlanta peace talk of 1997 or ceasefire term with G.O.I. Even the G.O.I also played the divisive role during that period of time by offering ceasefire to Isak-Muivah group mainly to refrain from attending Atlanta peace talk of 1997.Had I-M participated in the said peace talk at Atlanta instead of accepting G.O.I offered ceasefire ,the political situation of Naga country could have been a different history.

After the signing of ceasefire agreement with G.O.I, Mr.V.S.Atem the then chief of the Army staff of I-M group entered into most devastated military pack with Maj.Gen Nanavadi, the then core commander of Rangapahar Military HQ and began to launch (I-M & Assam Rifles) join operation against NSCN (K) which compelled NSCN to sign Cease Fire pact with G.O.I, the history of which could be told by anybody and the NSCN can have even press conference in this regards.

The entire situation became complete hostile under the joint operation of Assam Rifles and I-M group promted the NSCN to sign ceasefire agreement with G.O.I to save the situation and not for talk as G.O.I clearly stated that, there will be no issue of sovereignty or integration. The NSCN under the leadership of S.S.khaplang never concern for the present cease-fire as nothing will come up and hence the question of “Law of land” or Indian constitution is hardly arise. The NSCN time and again stated that, any time anything may happen in regards to cease-fire with G.O.I if the latter fails to understand who the Nagas are.


The NSCN demands from Isak-Muivah group as to when the Naga people gave their mandate for I-M solution? Even if any solution comes, it will not be Naga solution, it will be purely I-M solution and it will be nothing to do with Naga politics. The Naga people should be aware of what I-M is playing their hidden agendas with G.O.I and time has come for the Naga people to come forward to tell the I-M group as to why they should continue talks with G.O.I while the latter rejected both sovereignty and integration.
The I-M group should either stop talks or surrender before G.O.I. The said group who are no more fighting for Naga sovereignty has no right to collect taxes from Naga country and ACCAUT should not be afraid of half surrendered group. The NSCN strongly warns G.O.I that, any solution with I-M group will be a mockery and miserable failure because they have been abandoned by the Nagas. Hence, the NSCN advised Naga people to be bold and brave to face any situation if NSCN is compelled to abrogate present cease-fire with G.O.I unless New Delhi change their motive and attitude towards the Nagas by dealing them in international standard. Taxation For Naga Political Cause: NSCN (IM)

Who will save the Naga nation? Is it the adversaries or the national principle which will save the Naga nation? This question makes no sense to those who have no concern for the kind of existence the Naga people must have. But for men of mission, this is most decisive and crucial and to him life has meaning. The competency of men to prove oneself the way one should be must be realized together.  Right and wrong, good and evil, friend and foe, freedom and slavery exist on this earth and the question is to whose account they shall be?  The way of life and the way of death are therefore set before us leading into two different worlds, and the fight is between them. Neither can we be neutral on this account meaning we cannot be both at the same time. Whichever way we turn out to be is to become a contributing factor to the defeat of other.
The National Socialist Council of Nagalim (NSCN) is ever ready and even more willing to reason and understand together with the Naga people at all times and see no confusion before us as long as everyone stride unbeaten in the national principle. Every Naga must embrace on this line of political thinking, for to us Naga freedom (Nagalim) is sacrosanct. The door of NSCN is wide opened to all.
NSCN never doubts the unflinching supports rendered by the Naga people including payment of taxes. We have done the best we could to streamline the policy of taxation by issuing order from the Ato Kilonser “Rules and Guidelines for protection of the general public against illegal tax” dated 14/06/2013 and we will all the more try to understand our people.
Nobody wants to be taxed. Even animals don’t want to share their food with other fellow animals and that is one of the many common characteristic shared between humans and animals. However, human beings being superior and different from other animals; think and reason out to be the ruler of this planet with certain set of standard and governance which requires contributions and involvement to achieve goals and aspirations. Paying tax is but giving allegiance to the government program and policies.
Taxation is imposed mainly for the following reasons:
•    To show loyalty to NSCN authority and legitimacy.
•    To sustain our movements and achieve Naga political solution through Peace process, mobilizing of supports and solidarity across the world.
•    To feed and supply basic requirements for thousands of standing NSCN cadres.
•    To protect the rights of the Naga people and her territory occupied and divided by India and Burma.
The burden caused due to various groups collecting taxes and the cry of the Naga people to unify at the earliest is well acknowledged and that should be the way. It is for this very reason that NSCN has encouraged the FNR to work out the possibility since the very beginning of its inception. We have followed the path of reconciliation with utmost sincerity till today and we will continue to embark on the principle of “unity and reconciliation” based on the principle of “historical and political rights of the Nagas”. Yet, it is also true that the path to reconciliation is not easy and smooth as we dearly wish it should. Reconciliation cannot take place when “sell out peace” failed to face the truth and move forward; when enemies are harboured and given a safe haven; when certain group failed to see beyond the Indian state Nagaland. However, we will remain steadfast to our commitment to reconcile and unite and continue to explore every possible ways to realize this vision.
NSCN is the only Government manning the entire Naga boundary with regional offices and staff in every Naga district; Brigades and Battalion spread out throughout Nagalim to protect and safeguard the rights of the Naga people and her territory. Hundreds of our forces are in Alee Command and in various foreign countries for mobilization and sensitization purposes. Peace process has been going on since 1997 and more than eighty three rounds of talks have been held in different part of the world. Socio-Cultural promotion and political activism through different channel has been continuing constantly. Various coordination offices are established across the world. Also NSCN is a member of quite a number of international bodies having obligation to contribute and support. Taxations as levied from Nagalim are used for the above stated reasons besides many classified areas of investment. Therefore it is very unfair on the part of some speakers and writers questioning taxation by NSCN and using derogatory language and terminology. Though we will never claim perfection while executing our national interest yet fairness and some decency are expected from those who speak and write. Rather you should have the guts to question those who TAXED YOU AND DO NOTHING in the name of Naga political cause! Those who continue to silently tax under the shadow are nothing but illegitimate collector and the tax payer should note this.
NSCN has always been and will always listen to the voice of the Naga public as we know better as to how we have come together this far through peoples support and prayer. Omission and commission on our part while carrying out the national interest cannot be denied. It is a testing time for all of us to understand and reason out together! But the bottom line is we should never compromise nor let any suspicious environment come close to or disturb the blood soaked “Indo-Naga Peace Process”. If any organisation, groups or Committee could fathom and respect our sensitivity on this particular subject then the space for discussion on any matter are without limits. When ACAUT approached us for discussion on the matter of unabated taxation, we warmly welcome them, and had a couple of healthy discussion in Council Headquarters, Hebron  and most importantly we listened to every of their grievances and thus come out with our own Guidelines on the matter of taxation which was widely published in all the leading newspaper in Nagaland and neighbouring states!  If at all there had been any discrepancy or negligence while implementing/executing the said Guidelines, they should have come back to us and settle it! Instead they choose to play in the high gallery with some big mouth and tried to reduce the Naga political issue into some cheap taxation issue, projecting and defaming the Naga freedom fighters as greedy money mongers; this is the crux of the present commotion which is not acceptable to us!
NSCN bashing in the print media and social networking site like facebook  (The Naga Blog) has crossed all limits without any editing/monitoring from the creators of such blog; this is also unfortunate. Many of our Naga youth seems to have forgotten that we are still in the revolutionary period and exercising certain level of restraint is the best policy for the struggling people like us. Nobody is hurt by throwing mud in the facebook but ultimately the Naga issue. The active net users amongst the Naga youth could be more productive if instead of negative campaign; constructive ideas are shared and discussed.
Freedom from all bondage is what NSCN ultimately sought for. However, we must be realistic in pursuing such lofty target. NSCN doesn’t define freedom, democracy, justice, rights and liberty, socialism etc at our whims and fancy but in consonance with the universal standard and acceptance in conformity with the Naga polity. Those with reason will concur that NSCN has practiced the maximum level of tolerance on the matter of “freedom of speech and expression” if we with all fairness and justice examine how our own people are exercising uncontrolled liberty in the social networking site; unconstructive and unhealthy propaganda devoid of any substance or vision are discussed and hurled upon us without any compunction. Yet, NSCN silently bear the brunt hoping that things will change for good! We are well aware and so are the rest of the net users of how the enemy has intruded even in the virtual world to shape and change the mind of the Naga youth in their own liking. They come today in support of the emotion and argue for division and enmity but only to leave us in permanent chaos and difficulties. The youth must stand down from becoming the tools of the enemies. The nation needs you more than anything. The fight for rights and freedom should not be limited in what NSCN can do but what Naga people can do in every fields. Let us always reason and understand together. May God bless and guide the Naga nation and her people to the bright future that awaits us. MExN
