UNC to meet MANIPUR and Central Govts on May 19

The tripartite talk involving the United Naga Council (UNC), State Government of Manipur and Central Government will be held on May 19 at Senapati Town on the district creation issue.

Sources said the Ministry of Home Affairs (MHA) had communicated to the UNC today in this regard. However, they said a ‘written invitation’ for the talk is yet to reach the UNC and the State Government of Manipur from the MHA. It is learnt that due to the North East Chief Secretaries’ meeting convened by the MHA the tripartite talk was postponed for a week.

In the last tripartite talk on March 19 in Senapati it was agreed that the “next round of tripartite talks will be resumed within a month’s time at political level”. The one month’s time had lapsed on April 19.

Last week, UNC President, Gaidon Kamei had stated that “we are closely observing” whether the Biren Singh Government has wavered from its earlier position. “Let us hope that the Manipur Government does not indulge in double-talks while dealing with the issue.”

In the March 19 tripartite talk the “grievances of UNC that led to the imposition of economic blockade were recognised as non-adherence to the four Memorandums of Understanding (MoUs) and the Government of India’s assurance on the matter”. In that talk “the Manipur government agreed to start consultation with all stakeholders to redress the same”.

Gaidon Kamei had stated earlier that in the event of the failure from the part of the Manipur Government to keep its commitment to adhere to the four Memorandums of Understanding (MoUs) and assurances, “we have no choice but to initiate necessary movement to defend our rights and lands”.

“Our position is clear on the issue. The Government must honour the four MoUs and the assurance to the Nagas on the issue whatever it is,” asserted Gaidon Kamei, adding, “We are not going to compromise our position.” – NNN

Remembering my mother on this Mother’s Day.

My mother left for her heavenly abode in 2003. But it is very fortunate for all those people who have their mother. 

It is better to say a word of *APPRECIATION* to a Mother while she is with you than writing a beautiful biography about her after she left you.

My mother’s love is indefinable by me with word

Nor describable on the paper in writing with my pen

Her selfless love and patient is incomparable with any one

My mother suffered in her whole life till her last breath

She was industrious, altruistic, understanding and caring

Her whole life was full of struggles, pains and tears

No diagnosable sickness suffered her for 24 years long

Yet she never whispers a word of pains and anger to any one

She thought not of her own pain and eased everybody’s pains

She taught her children to have holy fear to God

Great visions, wishes and hope on me to fulfill her dreams

She was happy as I cleared my NET Examination,

Hoping I will soon get a job and live a happy life

She was happy not because she wants money from me

But her concerned for me to have a secured life

She left for heavenly abode hoping to have better life

She is happy living in everlasting heavenly abode

But things were altered in this earthly abode;

Home sweet home turned into teary home,

Dwelling in same house has no more same sweetness

Sweet home became cold and like a deserted house

As I step into my house, always I call Mummy

But I will never uttered again the word “Mummy”

I wish to call again mummy as I enter my house

When I come back home or leave to other place

I will never hug and shake hand again with my mom

She will not welcomed and say again safe journey to me

I heard my mom’s sweet last voice on 8th December 2003;

Saying safe journey and come back with great succeed in life

She says no any parting word to me on her departure day

But she has two wishes in her life for me to be fulfilled

She wants me to get a white-color job in my life

She wants me to set up a family before she dies

My mom’s wishes could not fulfill before she died

My wishes also could not fulfill before she died

I wish if I could give even a single penny from my salary

She had sown the seed on me the security of life

Yet she will never see again the fruits she had sown

She will no harvest and taste again the fruits she had sown

My mom suffered from the sickness for twenty-four years

Yet she never revealed pains and suffering in her life

God’s wonderful patient and love reveals through her life

Her health problem would let her leave earlier this world

But God extended her life for another twenty-four years

If she would leave this world 24 years back

I would not experienced my mom’s love and patient

God had wonderful plan for her and took away

As a human being I may sobbed and regretted

Yet, I’m grateful to God for his plan for my mom

When I get a job and give my first fruit to God

My mom will be in jubilant in heavenly abode

Then will recall mom’s vision, dream and wishes

When I need prayer support, I asked my mom

She prayed for me as I come home or leave

But now it’s only a wish for me in real life

Mother! 

You left me happily and peacefully

But for me time has to come to live such a life

When I need something from my dad to ask

I first to go my mummy to tell my daddy

She was a good mediator too for her children

Have I ever give you any good gift on Mother’s Day

Hope you’ll understand and forgive me for whatever

When Mother’s Day comes and people celebrate

When their children bring Mother’s Day gifts

When others sing songs for their mother as thanks giving

When others call their mothers by their names

With teary eyes I would only wish to have my mom

My unforgettable mother left this world

Yet I pray God may raise many good mothers in the world

Restoring past beautiful life with my mom is to enter a new life

‘Framework Agreement will protect Naga rights’

DIMAPUR, MAY 12 (MExN): Eighty one senior members of the NSCN (IM) from Nagaland State today issued a joint statement assuring that the Framework Agreement “does not betray the principle of the Nagas;” and “it will protect the right of the Nagas and guarantee the security of India as well.”

The statement, appended by 24 Steering Executive Members and 57 Kilonsers, said that the agreement will promote and strengthen harmonious interdependent relationship of the two nations. “We are confident that it will open a great opportunity for the Nagas to develop themselves into their fullest size – materially, intellectually, spiritually and socially,” it added.

The Framework Agreement, it said, “has turned the politics of confrontation and opposition into the politics of dialogue and cooperation; it has turned our enemies into our friends; it has turned repressing of our right into respect of our right; it has turned suppression of our right into recognition of our right; it has turned the threat of our future into protection of our future.”

This agreement, the statement claimed, would “heal the scars of war and the wounds of oppression and persecution imprinted in the body and mind of the Nagas.” “It will rebuild the damaged psychology and broken relationship of the two people. It will be a strong bridge between the Nagas and the Indians for generations. It will provide an ample opportunity to the two peoples to building a highway of peace and progress in the region in particular and South East Asia in general.”

The joint statement however also pointed out that “communal and factional cards” are being played by the “agencies of GoI, which cannot be justified at all when both the parties are looking for genuine solution at the highest level.”

“Entertaining the ill-opinions of anti-peace process elements is another sign of insincerity or double-standard. However, the Naga people hope and trust that GoI and NSCN will overcome all these hurdles and come to a smooth landing,” it added.

It meanwhile lamented that “there are some people from some quarters who are out there talking of other option.” Reminding that the Nagas have had “bitter experiences of Indian duplicity and imposition of their will upon them in past negotiations,” the statement termed it a “futile exercise for any actors if the propagated option is to be a kind of political arrangement within the parameter of the Indian constitution.”

“Repeated shouting for principle is not enough, it must accompany with the survival strategy and policy for solution,” it said.

There are also other people who are trying to interpret the issue in terms of number, not truth, the statement claimed. “It is a dangerous political hypothesis if the claimed number does not represent the issue. We view the Naga national issue as sacrosanct because everything of the Nagas is in there. It must be defended at all costs and fought out even to the last man,” it asserted.

Meanwhile, the 81 senior NSCN (IM) members reassured neighboring peoples and nations that the “Nagas bear no ill-will towards any of them.” “The Nagas are for a harmonious interdependent relationship with them but on equal footing. Framework Agreement is about the Indo-Naga political issue. It is about the issue of the Nagas and their territories,” they said

The Naga people, it said, are not opposed to their issues. “They are for a peaceful and harmonious relationship with them on the basis of mutual respect and recognition of their respective rights.”

DIMAPUR, May 12: In an attempt to clear the air of confusion on the Framework Agreement signed between the NSCN-IM and the Government of India on August 3, 2015, top NSCN-IM leaders from the State of Nagaland stated that the Framework Agreement which “embraces all Nagas and their territories is based on the uniqueness of Naga history”.

The NSCN-IM leaders from the State of Nagaland numbering 81 in total issued a joint press statement today saying the Framework Agreement speaks about mutual recognition of sovereign rights of the two people clearly stating that sovereignty of the Nagas lies with the Naga people and the sovereignty of India lies with the Indian people. According to the joint statement, the Framework Agreement also speaks about recognition of the Naga identity and territories.

“But, the authors of the agreement did not stop there. They further took the commendable step in making the wise decision for co-existence and shared-sovereignty of the two entities in order to arrive at an honorable and durable solution. Rest assured that this agreement does not betray the principle of the Nagas; it will protect the right of the Nagas and guarantee the security of India as well; it will promote and strengthen harmonious interdependent relationship of the two Nations. We are confident that it will open a great opportunity for the Nagas to develop themselves into their fullest size – materially, intellectually, spiritually and socially,” said the joint statement of the NSCN-IM leaders from the State of Nagaland.

It said that history will speak of the fact that the Nagas are a sovereign independent people from time immemorial. “Of course, in the early part of the nineteenth century, the British imperialist forces occupied a part of Nagalim after 48 years long bloody confrontations with the Nagas,” it added. However, the rest part remained free from any alien power, which was called ‘Free Nagas’. It is also a fact that the Nagas from the British occupied areas declared their independence on August 14, 1947 a day ahead of India and united with the ‘Free Nagas.’ The principle of ‘free Nagas’ is the foundation of Naga politics and their unique history. The plebiscite conducted in 1951 was a reaffirmation of the stand of the Naga People on their National principle, the joint statement also said.

“Ours is a case of invasion and that it is a resistance movement against the aggressor States of India and Myanmar in defence of our National principle. Our negotiation with the Government of India (GoI) is principle-based. So obviously, solution to the problem will also be principle-based,” the statement said.

NSCN agrees to ‘shared sovereignty’

GUWAHATI: The National Socialist Council of Nagaland, Isak-Muivah (NSCN-IM), after 37 years of armed struggle and 20 years of negotiations, has finally settled for ‘co-existing together with shared sovereignty’ — a new experiment that a federal India with strong unitary features will embark on with the signing of apeace agreement soon. In a statement, a spokesperson of NSCN (I-M) said, “As of now, the Nagas have agreed to co-exist together under shared sovereignty. The ongoing Indo-Naga political talks are progressing smoothly. The framework agreement, which will ensure peaceful coexistence between the Nagas and India with shared sovereignty, will surely usher in peace and a brighter political era for the Nagas.”
In August, 2015, the NSCN (I-M) and the Centre signed a ‘framework agreement’ in the presence of Prime Minister Narendra Modi for a final settlement. Though the exact meaning of shared sovereignty hasn’t been divulged yet, sources hinted at the possibility of Nagas getting a separate constitution, flag, parliament and judiciary. The spokesperson added that the government, in the ‘framework agreement’ has recognized the Nagas’ sovereignty and has also accepted that the Nagas are unique people with a separate entity and sovereign rights. “India has recognized the uniqueness of Naga history and culture.

The Nagas were independent before the arrival of the British. Only a part of Nagalim was conquered by the British. There is no merger agreement between the Nagas and India. India invaded Nagalim and set up arbitrary boundaries ” the spokesperson further said.

Pangsha Range Council slam construction of trench along Intl border

Pangsha Range Council (PRC) under Tuensang district has expressed strong condemnation against destruction of environment by the “felonious act” of both the governments of India and Myanmar of construction the ongoing trench at the International Trade Centre (ITS, Dan) that seeks to divide the same Khiamniungan Nagas who find themselves on both sides of the international border.
PRC pointed out that the construction of the trench dividing Khiamniungans was being done by cutting of forests belonging to the indigenous people besides destroying the water pipeline connection in addition to “merciless act towards the people of Wolam(Pangsha).
While condemning the Indian and Myanmar governments for the inhuman act, the PRC reiterated its belief in peaceful environment and freedom without separation of the tribe by the trench.
PRC said Khiamniungans have always lived as one community but after British colonialism, an imaginary line was drawn between India and Myanmar where blood relations found themselves separated by the trench.
In conclusion, PRC has reiterated that the community will not be divided by the imaginary line and would not have any biased feelings just because of the “egoistic motive” of those involved in construction of the dividing trench.

On Christmas eve in Manipur, quiet churches, restless stranded students

NTIMES 24 Dec: It will be a dark Christmas for the residents of Imphal city. The night before Christmas eve, Tanghkhul Lane, in Chingmeirong, is pitch black and the lit Bethlehem Stars that adorn the top of every house at this time of the year are stark in their absence. The mood is sombre. Young and old are headed, under the weak streams of light thrown by their mobile phones, to the Tangkhul Lane Community Centre. The frantic activity at the centre has abated since yesterday, but a long line of applicants nevertheless snake out. They are registering themselves with the volunteers at the community centre who have promised to try help get them back home to Ukhrul district.
The road to Ukhrul has been blocked off to prevent Manipur’s Naga population from leaving Imphal city. This is a counter to the blockade called by the United Naga Council over the recent creation of new districts, which it sees as an attempt to divide the Naga people. Those stranded due to the counter-blockade have taken shelter at Imphal’s Tangkhul Lane community centre, as well as another such centre in Chingmeirong. Some have taken shelter with relatives, or been taken in by other Tangkhul families. On Thursday night, around 300 stranded Tangkhuls were given shelter at the centre. By Friday morning though, the community centre doors were locked due to the rush of those coming in.
Leishichon Rungsung, 24, is among those waiting patiently in line to be registered at the centre. By 5.30 pm, the volunteers’ notebook has 700 names. Rungsung, who is in the line with a cousin sister, admits her “desperation”. “I tried once before to leave but couldn’t manage. We couldn’t even leave the boundaries of Imphal city. I would actually have given up trying, but my parents are really forcing me to return,” says Rungsung, adding they are worried about the law and order situation in Imphal.
Rungsung came to Imphal city earlier this year to join a coaching centre, and will be appearing for civil services exams. “There is no such coaching centre back home,” she says. While her parents are telling her to return for good, Rungsung says she will come back to finish her coaching. “If I don’t manage to go back home for Christmas, I will simply stay here and attend classes if there are any,” she says.
Rungsung has four brothers and an elder sister. Only the eldest brother, who is married, stays at home with his family and parents. One brother is pursuing Masters in Bangalore, a brother and sister are in Delhi also preparing for their civil service exams, and the youngest brother is studying medicine in Russia.
While all of them were to return home for Christmas, the other four have cancelled their trip “because of the trouble”. Ngasan Shokwungnao, 33, who lives in Tangkhul Lane with his family and is volunteering at the community centre, says they are struggling to deal with the rush. “We told them to go back to their rented rooms or stay with relatives. If there is any news of convoys heading out to Ukhrul, we will inform them,” he says.
Since Saturday, when 22 vehicles headed to Ukhrul under police protection were stopped and burnt, convoys have been leaving in the dead of night. But the convoy accompanied by Assam Rifles that left carrying 1,000 such stranded residents early Friday morning had to turn back.
“As you can see, all the celebrations have been cancelled. By now, there should have been carol singing in colonies with groups moving from house to house. We are not doing it this year because of the trouble,” says Shokwunghao. The president of the All Naga Students’ Association Manipur, Seth Shatsang, says they will help “the thousands of stranded students” get home. “The Naga community is under siege, the central forces have not been effective. If we can, we will make sure everyone can go home for Christmas,” he says.
The president of the United Council of Manipur (an apex body of Meitei organisations in the valley), Johnson Elangbam, claims they have been holding peace meetings with different tribal communities as well as Meitei civil society to ensure that the situation is eased and the Naga students can go home. “We have urged our people to lift the counter-blockade,” he says, adding, “Even if the UNC does not lift the blockade, we will make sure that Christmas is held peacefully and that there are no untoward incidents.”
However, even the churches in Imphal are not taking any chances after Saturday’s attack. While the Tangkhul Baptist Church, Imphal city’s second largest church, has put up some decorations, the revellers are missing. The lights strung on the church steeple will not be lit this year “to avoid trouble”. In the compound, a large stack of hay lies bundled. It was to be converted with white fluffy cotton and buckets of talcum powder into a snowman. Outside the church, someone has stuck a poster saying that the church cannot open for worship without the locality’s permission.
Pastor Reverned Ngamlee Zimik says Meitei elders had reassured them that they could remain open. “They have condemned the incidents in which churches were attacked,” he says. However, he adds, “We are keeping it quiet, trying not to make any noise. So all the festivities around Christmas have been cancelled — the caroling, the singing competitions, the Bible quizzes etc. People can come and worship on Christmas day, but nothing more than that.”
The Manipur Baptist Church, a stone’s throw away and Imphal’s largest, is quieter still. The church was attacked last Saturday by a mob of stone-pelters. While no real damage was done, apart from a few broken window-panes, the church authorities are shaken.
Rev S R Onesima says that while Christmas will be celebrated, things will be low key. “This is the first time Christmas will be barely celebrated by any church in Imphal. We have cancelled our grand feast,” he says.
Ironically churches employ Meitei Brahmins to cook a large part of the Christmas grand feast, with popular Manipuri fish and vegetarian dishes. Indian Express
